The Best Home Care Starts with Trust
How We’re Different
Care Powered by Choice
We empower Veterans to choose their own caregiver, like a fellow veteran, family member, or neighbor.
True Veteran Advocacy
We work as an extension of care teams, coordinating services and ensuring Veterans receive the right support at every step.
Faster, More Sustainable Care
When care starts with someone familiar and trusted, services begin faster and care remains continuous.
How We Help: Homemaker & Home Health Aide Support for Veterans
Through the VA Homemaker and Home Health Aide program, caregivers provide assistance with Activities of Daily Living (ADLs) to help Veterans remain safe and supported at home.
Understanding VA Eligibility
VA home care services are typically accessed through the VA Community Care program. Eligibility depends on several factors, including enrollment in VA health care, a medical need for support at home, and a referral from a VA care provider.

Frequently asked questions
Who qualifies for VA Homemaker & Home Health Aide program?
Eligibility is primarily based on functional needs and medical status, not income. To qualify, Veterans must:
- Be enrolled in VA healthcare; enrollment in VA medical benefits is a prerequisite for H/HHA services
- Veterans must have difficulty performing at least one daily task (activity of daily living) such as bathing, dressing, toileting, meal prep, light housework, medication reminders)
- Be assessed by a VA healthcare provider
- A physician, nurse, or social worker will determine whether in-home support is medically necessary
- Live in a setting where in-home services are feasible
- This program is designed for veterans living in the community, not in nursing homes
Is there a cost for Veterans?
Approved services are covered and funded by the VA, so there is no out-of-pocket cost for eligible and approved hours.
What services does the Homemaker & Home Health Aide program provide?
24 Hour Home Care’s HHA program provides non-medical in-home support, including:
- Bathing and dressing assistance
- Mobility support
- Meal preparation
- Light housekeeping
- Medication reminders
- Companionship and supervision
Can I choose my own caregiver?
Yes, Veterans can select their own caregiver. Often a family member, friend, neighbor or fellow Veteran who may already be supporting the Veteran. The program allows Veteran-selected caregivers to be compensated for approved hours provided they meet minimum requirements.
What if I don’t have a caregiver in mind?
Our team will work with you to identify someone in your existing network who may be a good fit, such as a family member, friend, neighbor, or fellow Veteran. If you don’t have someone in mind, we may also be able to connect you with a caregiver from our network, depending on availability in your area.
What areas do you serve?
We support Veterans throughout California and continue to expand our VA footprint across the state.
Can care be provided in rural areas?
Yes. Because Veterans can often choose someone they already know, we’re able to support many rural and traditionally underserved communities where caregiver availability can be limited
